5 Steps to CEIP

From initial consideration to an active program, here is the path to bringing CEIP to your community.

Council Considers CEIP

Your council evaluates the Clean Energy Improvement Program, reviews fiscal impact, and determines community interest. CEIP borrowing is excluded from municipal debt limits under Bill 10.

Pass CEIP Bylaw

Council passes a CEIP bylaw under MGA Division 6.1 authority. DRC provides a model bylaw template and guidance throughout the drafting process.

Enter Administration Agreement

Your municipality enters an administration agreement with DRC. DRC provides full program administration; the municipality provides bylaw authority and property tax collection.

Program Launches

The eligible improvements list is published, the contractor directory opens, and property owners begin submitting applications. DRC manages all administration from intake to completion.

Ongoing Reporting

DRC delivers annual public reports by September 1, monitors KPIs including energy savings and property owner satisfaction, and maintains full transparency with your council.
