The DRC Difference

Deep Retrofit Capital brings a new approach to CEIP administration in Alberta -- privately funded, technology-driven, and designed to serve all property types across all jurisdictions.

Differentiator 1

Private Capital Model

DRC operates on a 100% private-capital funding model. All project financing comes from private investors -- not public funds, not municipal borrowing, and not taxpayer dollars.

What This Means for Your Municipality

  • Zero public debt exposure -- no municipal borrowing required
  • No impact on municipal credit rating or borrowing capacity
  • No taxpayer risk -- repayment is a property-specific obligation
  • Scalable -- capital supply grows with program demand
Differentiator 2

All Property Types

DRC is designated to administer CEIP across all property types in Alberta. This means your municipality can offer the program to every property owner, not just residential.

Residential

Maximum funding: $50,000

Application fee: $100

Commercial

Maximum funding: $1,000,000

Application fee: $500

Farm

Maximum funding: $300,000

Application fee: $200

Non-Designated Industrial

Maximum funding: $1,000,000

Application fee: $500

DRC's ministerial designation covers all four property types. The eligible improvements list and program parameters are configured per municipality.

Differentiator 3

Audit-Verified Performance

DRC requires professional energy audits before and after every project to verify that improvements deliver the predicted performance. This protects property owners, investors, and municipalities.

Pre-Project

ASHRAE Level 3 energy audit for commercial, farm, and industrial properties. Simplified energy assessment for residential. This establishes baseline performance and validates predicted improvements.

Post-Project

ASHRAE Level 2 energy audit conducted 1 year after project completion for commercial, farm, and industrial properties. Energy evaluation for residential. This verifies actual performance against predictions.

DRC's energy audit requirements are a private-capital de-risking policy, not a regulatory mandate. Alberta Regulation 212/2018, Section 7.3 permits the program administrator to define the scope of assessment requirements. DRC requires ASHRAE-standard audits to protect investor capital and ensure measurable energy performance outcomes.

Differentiator 4

Technology-Driven Administration

DRC is building a purpose-designed digital platform for CEIP administration, replacing manual processes with efficient, transparent, and auditable workflows.

Digital Application Portal

Property owners apply online with real-time status tracking, document upload, and automated verification checks.

Contractor Management

Integrated contractor qualification, project assignment, and performance monitoring through a dedicated portal.

Automated Reporting

Real-time dashboards and automated report generation for municipalities, the Government of Alberta, and program stakeholders.

Data Security

NIST-aligned cybersecurity framework, FOIP-compliant data handling, and enterprise-grade cloud infrastructure.

Differentiator 5

Province-Wide Coverage

DRC is committed to working with all Alberta municipalities interested in CEIP -- from major cities to smaller communities and rural counties. This is a condition of DRC's ministerial designation and a core part of our mission.

Every Municipality Matters

Whether your municipality has 500 residents or 500,000, DRC provides the same level of service. Our digital platform and scalable operations model mean that smaller communities receive the same professional administration as larger cities.
